2 arrestees handed over to police in Naikhyongchari, no trace of rest 4

Hill Voice, 6 September 2021, Bandarban: The Army and Border Guard Bangladesh (BGB) have handed over two innocent Jumma villagers of Karbari of Kamichara Chak Para in Dauchari Union of Naikhyongchari Upazila under Bandarban Hill District, to the police after being inhumanely beaten and detained for four days in the camp. However, the whereabouts and condition of the remaining four detainees have not been learned yet.

Two men arrested in connection with the false case are Utowai Hla Marma (24), son of Mongdow Marma and Manrum Murung (60), son of late Dhui Thong Murung. Uthwoi Marma is from Gojalia union of Lama upozila, but he is currently living in Kamichara Chakpara of Douchari Union after marrying a local girl. Manrum Murung’s home is in the Slong Para area adjacent to Kamichara Chakpara. He is a former Union Parishad member and elderly person.

It is known that a false case was filed against Uthowai Hla Marma and Manrum Murung by of Naikhyongchari 11 BGB on 4 September 2021. The case was filed under section 144, 353, 332, 333, 307 of the Penal Code. In the case, the said two persons were charged with obstruction of government work and shooting for the purpose of killing BGB members.

Besides, in the case, Uthowai Hla Marma and Manrum Murung were mentioned as PCJSS (Parbatya Chattagram Jana Samhati Somiti) which is known to be false allegation. A local JSS leader, who did not want to be named, said, it was a fabricated case by the Army and BGB. Therefore, claiming that the two arrestees are PCJSS workers is completely baseless and fabricated. In fact, they are not members of PCJSS.

It is known that the BGB members handed over them to the police after the case is filed.  After that, Naikhyongchari police produced them before the District Court of Bandarban. Later they were sent to the jail.

Meanwhile, relatives and villagers of the detainees are yet to know where and in what condition the remaining 4 out of the 6 detainees are kept. Relatives and villagers are deeply concerned about the remaining four persons.

It is to be mentioned that even if there is a legal procedure to present a detainee before court within 24 hours of detention, but the Army and BGB handed over the two detainees to the police after four days of arrest. On the other hand, the remaining 4 detainees are still being held illegally and unjustly in unknown place by the army and BGB.

It is to be noted that on 1 September 2021 a group of Army personnel from Alikadam zone and BGB members conducted a joint operation in Kamichara Chakpara of Douchari Union. During the operation, the Army and BGB apprehended 6 innocent chak villagers namely Karbari (Village Head) Monglafo Chak(60), his son Mongla Thowai Chak and son in law of Chinglamong Chak (name not known), Chingla Aung Chak (50) and his son (name not known), Lagyachu Chak (55). After the arrest, the Army and BGB members had inhumanly beaten the villagers including some women. During the beating, army and BGB members interrogated them where the JSS terrorists were, how much money they had to pay.

Due to this incident, there is panic among everyone including the villagers of the area. As a result of such beatings and torture by the army and BGB members on the innocent people, the Chak villagers are afraid to stay in the village. As a result, Chak villagers are likely to be evicted from the village.

It is also to be noted that due to infiltration of Rohingya people, robbery by armed miscreants, harassment and land eviction by rubber plantation companies, insecurity, violence against Chak women, etc., Longadu Chak Para, Badujhiri Chak Para and Satghajya Chakpara of Naikhyongchari Upazila have already been abandoned.
