Propaganda against PCJSS by Suhas Chakma using a bogus NGO named CNEISS

Hill Voice, 28 March 2026, International Desk: Suhas Chakma (known by his Bangladeshi name, Bodhimitra Chakma)—currently residing in Delhi—is waging a fabricated smear campaign against the Parbatya Chattagram Jana Samhati Samiti in a Goebbelsian manner, operating under the guise of a bogus organization named the Centre for North East India Security Studies (CNEISS).

It is noteworthy that Suhas Chakma continues to form various types of NGOs one after another. Through these NGOs, he procures both foreign and domestic funding; furthermore, on occasion, he utilizes specific organizations to file so-called defamation lawsuits against Indian Chakma leaders and to conduct fabricated propaganda against the PCJSS of Bangladesh. Suhas Chakma—known as an “NGO Factory”—already has six such NGOs currently in operation.

These NGOs are: 1) Asian Centre for Human Rights (ACHR), 2) Indigenous Lawyers Association of India (ILAI), 3) Asian Indigenous and Tribal Peoples Network (AITPN), 4) Rights and Risk Analysis Group (RRAG), 5) Chakma Development Foundation of India (CDFI) and 6) Chakma Reporter. In addition, Suhas Chakma has established another organization named the ‘Global Association for Indigenous Peoples of the CHT.’

Moreover, starting this very month of March, he has emerged with a new approach and a new project under the banner of yet another NGO named CNEISS (Centre for North East India Security Studies). However, on this new stage, he continues to play the same old drama; his age-old agenda remains the dissemination of falsehoods against the PCJSS and its leaders. Through this NGO—which he is currently projecting as a so-called “Think Tank”—he is actively conducting anti-PCJSS propaganda in an attempt to mislead public opinion.

Furthermore, Suhas Chakma has established another bogus organization named the “All Arunachal Pradesh Chakma Rights Form.” Utilizing the name of this organization, Suhas Chakma lodged a complaint with the District Magistrate of Lawngtlai, Mizoram, challenging the employment of eight Chakma individuals; acting upon his complaint, the jobs of those eight Chakmas were subsequently terminated.

It is noteworthy that, in an effort to lend credibility to a fabricated campaign, one Swapan Debbarma has been presented as a representative of CNEISS. Citing Swapan Debbarma’s statement, Suhas Chakma has recently initiated a media campaign against the PCJSS by circulating reports—in exchange for substantial sums of money—to various online news portals.

Reliable sources reveal that Swapan Debbarma, a resident of Agartala, Tripura, worked for Suhas Chakma’s NGO, the ‘Asian Centre for Human Rights’ (ACHR), in 2013. During that period, acting on behalf of the ACHR, Swapan Debbarma filed two cases with the National Human Rights Commission; these cases bear the Diary Numbers 69462/CR/2013 and 64415/CR/2013.

Citing Swapan Debbarma as a representative of CNEISS, various online news portals have published false, baseless, and fabricated reports alleging that the PCJSS maintains links with the Assamese insurgent group ULFA, as well as the Islamic militant organizations ARSA and RSO operating in Myanmar’s Rakhine state. Furthermore, Suhas Chakma is actively propagating disinformation claiming that the PCJSS also has connections with American and Russian nationals recently detained in Mizoram.

Binoy Tripura of the PCJSS’s Information and Publicity Department stated that these false campaigns by Suhas Chakma are nothing more than completely baseless, conspiratorial, and fanciful fabrications. Fundamentally, Suhas Chakma is circulating these concocted reports solely to fulfill a conspiratorial assignment obtained from the UPDF and to justify the financial retainers he receives from them.

In conscious circles, these false campaigns by Suhas Chakma are being viewed as both ridiculous and vexatious. Observing these antics, many have remarked: “We used to believe Suhas Chakma possessed some measure of intellect and wisdom. Now, however, we see that he is a man of extremely shallow intellect and utterly devoid of common sense. He possesses absolutely no principles or ideals.”

Notably, Suhas Chakma maintains ties with Pakistan’s ISI, as well as with various pro-Chinese organizations and individuals, through the UPDF—an armed terrorist group in the Chittagong Hill Tracts backed by the military. Suhas Chakma regularly receives a monthly grant from the ISI via the UPDF; utilizing these funds, he files so-called defamation lawsuits against Indian Chakma leaders and engages in a propaganda by fabricating concocted and fictitious reports against the PCJSS in the Chittagong Hill Tracts.
