Hill Voice, 19 January 2026, Special Correspondent: The 11th meeting of the Chittagong Hill Tracts Accord Implementation and Monitoring Committee has been held. The meeting was held yesterday, Sunday (18 January) in the conference room of the Complex Building adjacent to the Toll Plaza of the Karnaphuli Tunnel Site Office in Anwara, Chittagong.
The meeting was presided over by Foreign Affairs Advisor and Convener of the Chittagong Hill Tracts Accord Implementation and Monitoring Committee Md. Touhid Hossain. And Jyotirindra Bodhipriya Larma, member of the Chittagong Hill Tracts Accord Implementation and Monitoring Committee and President of the Parbatya Chattagram Jana Samhati Samiti, and Sudatta Chakma, Chairman of the Task Force on the Rehabilitation of Jumma Refugees and Internally Displaced Persons were present. Besides Supratip Chakma, Advisor to the Ministry of Chittagong Hill Tracts Affairs, Mohammad Mizanur Rahman, Secretary to the Ministry of Chittagong Hill Tracts Affairs, and Joint Secretary Konkan Chakma were also present in the meeting.
The meeting approved the minutes of the 10th meeting held on July 19, 2025. Among the decisions taken in the 10th meeting were the appointment of the Chief Executive Officer of the Task Force instead of the Chittagong Divisional Commissioner as the Member Secretary of the Task Force on the Rehabilitation of Jumma Refugees and Internally Displaced Persons, the formulation of the Rules of the Land Commission, the transfer of functions to the three Hill District Councils in accordance with the CHT Accord, the establishment of the office of the CHT Accord Implementation Committee and the appointment of manpower, etc.
Foreign Affairs Advisor Md. Touhid Hossain proposed conducting a cadastral survey in the Chittagong Hill Tracts at the meeting. At the same time, Jyotirindra Bodhipriya Larma, president of the Parbatya Chattagram Jana Samhati Samiti, said that there is a provision to conduct a cadastral survey only after the resolution of the land dispute and rehabilitation of the India returnee Jumma refugees and internally displaced persons.
Foreign Affairs Advisor Md. Touhid Hossain proposed to deploy APBN in 40 withdrawn army camps. At that time, Jyotirindra Bodhipriya Larma disagreed with this proposal and called for the proposal to be canceled.
In the meeting, Jyotirindra Bodhipriya Larma raised the issues of providing aid to the Jum farmers affected by the rodent breakout and the appointment of primary teachers by the Hill District Councils. It was decided in the meeting that appropriate and effective measures would be taken in this regard.
The meeting began at 11 am and ended around 2:30 pm.
